What is ARRP?
The Older Americans Act Reauthorization and Amendments Act of 2016 (Public Law 114-144), also known as “ARRPA” or simply “the Act,” is a law that amends the Older Americans Act of 1965. It was signed into effect by President Barack Obama on April 19, 2016.
The main purpose of the act is to reauthorize funding for programs that support older Americans, such as Meals on Wheels and senior centers. It also includes provisions that focus on improving coordination between agencies that serve seniors, increasing access to services, and supporting family caregivers.
One key provision of the act is the establishment of the National Family Caregiving Support Program. This program provides grants to states to help them develop or expand programs that offer training and support for family caregivers.
Other provisions of the act include:
• Expanding eligibility for congregate meals to adults age 60 and over who are not yet eligible for services under the Older Americans Act;
• Making permanent a pilot program that allows certain transportation providers to be reimbursed for mileage;
• Authorizing grants to improve access to home-delivered meals;
• Requiring the Administration for Community Living (ACL) to report on best practices for supporting family caregivers;
• Requiring ACL to award grants to organizations to provide training and technical assistance on evidence-based disease prevention and health promotion interventions; and
